The Case of the Bandit and Theft of Silver and Cash
In January of 2019, Lowery & Associates was contacted by a Client to investigate a theft of precious metals and cash from his home.
The Client discovered silver bars and cash in excess of $100,000 had been stolen from a secret hiding place within his residence. The Client hired Lowery & Associates and gave them specific instructions to identify the thief and get the stolen property returned to him. The Client also informed the Agency, they had 48 hours to do so, at which time the Client would then notify the authorities.
Through detailed investigation, interviews,and analysis of the crime scene Lowery & Associates was able to narrow the suspect list to one (1) primary suspect. This suspect was located and interviewed regarding his knowledge, access, opportunity,and involvement in the heist. The suspect initially denied knowledge and responsibility of the theft. Experienced analysis of the suspect’s physiological responses to questioning convinced Agency investigators they were on the right trail. Further investigation throughout the initial day revealed witnesses and at least one possible co-conspirator. Following further detailed interviews, it was discovered that one of these witnesses had been directed by the suspect to cash some of the silver at a silver and gold jewelry exchange store he selected several miles from the scene of the crime. Further examination identified a number of cash transactions of these precious metal bars at the same silver and gold jewelry exchange. Evidence was obtained identifying the suspect as having cashed silver bars over an extended period of time at this exchange. An interview at the silver and gold exchange provided further evidence confirming the suspect was without doubt guilty of the crime.
Further interviews of the suspect, by Agency investigators, resulted in a cash seizure of over $20,000, and additional evidence identifying the suspect as having cashed one of the silver bars and gold exchange checks at a near-by bank.
Rapidly approaching the 48 hours limit,the Agency briefed the Client of the recovery and evidence. A detailed investigative report was developed, and the Agency assisted the Client in notifying local law enforcement. Law enforcement officers subsequently obtained a search warrant of the residence and an arrest warrant for the suspect, based in a great part on the findings from the Agency’s investigation. The Deputy investigator’s interview of the suspect resulted in the recovery of another large sum of cash. Upon searching the suspect’s residence, some of the stolen silver bars were recovered from a near-by lake.
Lowery & Associates’ skilled, timely, and persistent investigation resulted in a successful outcome for the Client in the recovery of the silver and cash and led to the arrest of the suspect with the strong likelihood of a successful prosecution.

Lowery and Associates, Security Consulting, LLC, is pleased to partner with M. H. Coggins and Associates, LLC, to present a workshop on the fundamentals of creating and maintaining safe school and campus environments. This workshop directly aligns with Governor Abbott’s School and Firearm Safety Action Plan by providing training to school personnel on behavioral threat assessment. Issued on May 30, 2018, the “recommendations from the Governor’s roundtable discussions stressed the importance of prevention by identifying early warning signs of students in crisis and providing them with the appropriate interventions to avert potential acts of violence.” The event is being hosted by Lowery and Associates as a community service in response to recent school shootings around the country that have underscored the need for partnerships and resources to prevent further tragedies. This seminar is intended for professionals and stakeholders in the academic community who are committed to enhancing school safety in our region. Attendees may include educators, school administrators, school resource officers, counselors, law enforcement, PTO representatives, and student leaders.
The presenters, Mark Lowery, a retired criminal investigator from the United States Secret Service, and Dr. Margaret Coggins, former Chief of the Behavioral Research Program for the Secret Service and Deputy Assistant Director of the Federal Air Marshal Service, will share their unique perspectives and depth of experience in conducting protective intelligence investigations and preventing targeted violence. Together, their approach is distinguished by their holistic focus on enterprise-wide security, where proactive prevention is paramount.
The training will introduce participants to leading standards of practice in the field of school and campus safety. Based on research by the U. S. Secret Service on targeted violence and school shootings, the workshop will emphasize preventive strategies to identify, assess, and manage threatening and other concerning behavior. Best practices and model guidelines developed by the Secret Service, Department of Education, FBI, and others will be addressed. Discussion will include strategies for creating a culture of safety by reducing social barriers to reporting unusual or suspicious behavior. Training will include the role of threat assessment teams and an overview of the elements of a comprehensive threat assessment.
The focus of the workshop is to familiarize participants with the conceptual framework and practical considerations necessary for a proactive, comprehensive violence prevention plan, including:
Re-framing school and campus safety as a systems, enterprise- wide perspective
Understanding the implications of key research by the Secret Service and Department of Education for prevention of school attacks
Understanding concepts of school violence, attack related behavior, pre-attack indicators, and targeted violence
Identifying suspicious behaviors and other indicators of targeted violence
Establishing effective reporting procedures
Establishing threat assessment procedures
Creating a climate of safety, respect, and support
Building collaborative relationships with mental health, community, and law enforcement
Resources and guidelines for model policies and procedures
Meet Dr. Margaret H. Coggins, Ph.D.
Dr. Coggins is a trusted advisor and an experienced security consultant, bringing over 30 years of specialized work in the prevention of targeted violence, threat assessment, behavioral analysis, and change management. She is a subject matter expert in workplace violence prevention programs; school and campus safety; insider threat and fraud prevention models; and, protective intelligence investigations. As a psychologist, Dr. Coggins’s approach emphasizes proactive prevention and intervention strategies to mitigate risk. From her law enforcement background, Dr. Coggins’s implements operationally relevant, tactically sound, and practically valid solutions. She routinely consults on best practices for program design and implementation, policy development, communications strategies, and training to achieve safety and security objectives.
A common denominator throughout Dr. Coggins’s distinguished career is her demonstrated ability to align mission and business priorities with workforce talent and organizational culture. She is recognized as an innovative leader, advancing partnerships and information sharing between Federal law enforcement, mental health, social science research, mental health law, and criminal justice systems. Her work includes providing training and assistance to law enforcement on dealing with the mentally ill.
Dr. Coggins’s consulting engagements include corporate, Federal government, academic, and public sector clients. She also partners with premier strategic security and management consulting firms as a senior advisor and subject matter expert. In that capacity, Dr. Coggins leads practice related to the prevention of targeted violence, threat assessment, protective intelligence, and behavioral analysis. She also served as a Law Enforcement Subject Matter Expert in support of work with the Department of Justice, Office of Community Oriented Policing Services. Dr. Coggins was part of a multi-disciplinary team providing collaborative reform and technical assistance to law enforcement agencies on a wide range of objectives including community policing, procedural justice, partner relationships, diversity, and organizational effectiveness.
Dr. Coggins is a former Federal executive, having served nearly 20 years as a psychologist and Senior Manager for the United States Secret Service Office of Protective Research, and the Chief of its Behavioral Research Program. Her areas of responsibility included: providing risk assessment research, consultation, and training in support of the Secret Service protective mission, and the study of threatening and high-risk behaviors directed toward the President of the United States.
Following 9/11, she was appointed as a Deputy Assistant Director of the Federal Air Marshal Service, to support its transformation to a Federal law enforcement mission. There, she managed and directed the Office of Workforce Programs, with responsibility for administrative and organizational functions, workforce management, executive resources, occupational health, and quality of work life initiatives. She also directed the Ombudsman and Diversity Programs and FAMS operational research initiatives.
Dr. Coggins is a passionate advocate for diversity and inclusion in law enforcement, and she is a respected role model and mentor for young professionals who are pursuing careers in the fields of psychology and law enforcement. Since 2012, Dr. Coggins serves as a Senior Advisor to the Women in Federal Law Enforcement (WIFLE) Foundation. In this capacity, she provides consultation to the Foundation and Executive Committee on matters of policy, advocacy, program administration, strategic planning, and executive leadership development.
In 2010, Dr. Coggins was awarded the “Outstanding Advocate for Women in Federal Law Enforcement” award by the Women in Federal Law Enforcement (WIFLE) organization. In 2011, Dr. Coggins received the President’s Award for Leadership and Diversity Excellence, from the Arizona Chapter, National Organization of Black Law Enforcement Executives, and the President’s Commendation for Continued Support and Commitment to Diversity from the National Asian Peace Officers Association.
Dr. Coggins earned Doctor of Philosophy and Master of Arts degrees in psychology from the Catholic University of America. She holds a Bachelor of Arts degree in psychology from Dickinson College. In 2001, Dr. Coggins was certified as a Senior Executive by the Office of Personnel Management. Her work has been published in several scientific journals and she served as an adjunct Full professor for the George Washington University.
